Chen Youwen, male, gained bachelor of port and waterway engineering from Tianjin University, master of world economics from Nankai University. Chen Youwen is a renowned expert from Ministry of Transport and China Communications Construction Company Limited (CCCC), professor-level senior engineer, unit academic leader, direct and chief planner of CCCC-Institute of Urban & Regional Development Planning, chief planner of CCCC-FHDI Engineering Co., Ltd., executive director of CCCC-Overseas Investment Consulting Service Center, director of Advisory Committee of Guangdong Logistics Profession Association, trade logistics and economic adviser of Zhuhai Municipal Government and Qiannan Prefectural Government.
Chen Youwen has over 30 years of diversified research experience in project planning and design, regional and industry development research, comprehensive transportation and modern logistics development research, investment opportunities research and business planning of large-scale integrated projects, planning for park investment attracting and industry importing, etc.. Since 2000, he, as institute chief engineer and general technical director, has organized the design work for hundreds of large integrated water transport projects in China as well as the preliminary consultation and project investment planning research for over 100 projects concerning industrial and regional development strategies and development planning, etc., among which 19 projects have won national, provincial and ministerial excellent design and excellent consulting awards. There are a number of important development strategic concepts proposed by Chen Youwen to (and accepted by) government departments at various levels, including: His proposal to Guangzhou Municipal Government in June 2000 about developing a “great Nansha” (establishing Nansha new port area as well as related industrial districts in Guangzhou Port) has been highly valued and accepted, serving as the key support of Guangzhou’s “southern extension” development strategy. As chief project planner, Chen Youwen has put forward to China Communications Construction Group plans for a series of large-scale integrated regional development investment projects from 2011 to 2016, which have all been highly regarded and valued by group leadership, and he has also participated in the coordination work for the follow-up group investment decision-making, which has become an important strategic support for China Communications Construction Group to turn itself into a urban operator. He has made constant contribution to the implementation of China’s “Going Out” and “the Belt and Road” initiative by organizing more than 100 projects both at home and abroad about large regional comprehensive development, the preliminary planning study and investment plan for multinational integrated transportation system and the later-stage industry introduction plan for overseas parks.
